Each summer and fall, make the following changes in the Millennium loan rules.
In loan rule 23, change the first overdue notice text to 22 for summer, 50 for the academic year.
In rules 9,11,19,20,21,22,32, 57, and 62 change the first overdue notice text to 3 for summer, 49 for the academic year.
In the patron blocks table, for ptypes 1-10: Summer: last two lines: 0 / 0 Academic year: last two lines: 3/1
