The public computers get noisy:

  1. if they overheat
  2. if there's a problem with their fan

Shut down the computer for a couple of minutes to let it cool down. After a few minutes turn it on, if it's still noisy report the problem to the Helpdesk. The helpdesk will arrange for someone to check the fan. The fan may need cleaning and new thermal paste, or it may need to be replaced.
